Open Letter 
to the Government of Canada


Dear Prime Minister Mark Carney,

We are writing to recognize and support the Government’s work establishing a regulatory framework for stablecoins in Canada.

The commitment in Budget 2025 to introduce stablecoin legislation is an important and welcome step. It signals that Canada is prepared to engage seriously with the future of financial infrastructure and to create a more modern, competitive, and innovative economy.

This progress is also strongly supported by Canadians. Parliamentary petition e-6978 on stablecoins reached more than 8,500 signatures, reflecting growing public interest in a clear, balanced, and ambitious approach to digital asset policy.

The petitioners ask that as the Department of Finance moves forward with developing stablecoin regulations:

1. CAD issuers can offer interest generated by the backing assets and pass it along to Canadian consumers.

2. The rules have the objective of protecting consumers while also allowing for innovation.

3. CAD stablecoins are on a level playing field with other domestic instruments and can compete with stablecoins globally.

We also encourage the federal government to take the additional steps reflected in petition e-6978 to ensure that Canadian fintech and crypto firms have fair access to banking and payments infrastructure, and improve coordination across government on blockchain policy so that regulation, innovation, and economic strategy move forward together.

We welcome the Government’s action to date and hope this momentum continues. Canadians are signaling that they want not only progress on stablecoin legislation and innovation, but a broader vision for how blockchain and digital assets can contribute to a more competitive and future-ready Canadian economy.
