To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978, and for other purposes.

This legislation extends intelligence surveillance authorities while introducing a specific prohibition on the issuance of a central bank digital currency (CBDC) by the Federal Reserve. The bill restricts the Federal Reserve System from creating or issuing a CBDC, or any substantially similar digital asset, directly or through intermediaries. Notably, it carves out an exception to explicitly permit dollar-denominated currencies that are open, permissionless, private, and preserve physical cash-like privacy protections.
