Californians are having trouble sending their kids to our own schools. That makes no sense. BTW, UC Merced took 20 years. That's unacceptable.
2/ Move the state capital to SF or LA
We chose Sacramento in 1854 because SF was subject to naval attacks and LA's population was 1,500. Let's revisit this ~200 year old decision.

California should accept USDC, USDG, etc for any fees or taxes.

California should issue its own token, backed by USDC. People could opt in to receive benefits or refunds through that instead of fiat.
7/ Opt in CEQA 
Projects are presumed approved unless a local community opts in to CEQA review with a majority vote. Ends abuse of lawsuits blocking housing and transit.
8/ Equity stake in every company 
Instead of fees and taxes, California takes a 10-50 bps ownership stake in every company launched here. (Also, lets end the practice of companies incorporating in Delaware and actually make it good to incorporate here.)
9/ Free housing for teachers
Every new school must come with teacher housing built on-site. Teachers live rent-free.
10/ No property taxes for residents
